Harbour Island, a community in Tampa was named as one of the best places to live by Niche calculations, but some residents claim a new hotel development will negatively impact the quality of life. A bitter legal battle dating back four years seems to be winding down after a circuit judge determined that the City of Tampa didn't have the authority to make a decision on the development site.
