Kyiv —Prince Harry, the younger son of Britain'sKing Charles, made an unannounced visit toUkraineon Thursday to show his support for the country, which he said is "bravely and successfully defending Europe's eastern flank."

During an address at the Kyiv Security Forum on Thursday morning, Harry contrasted European support for Ukraine with the United States.

"The United States has a singular role in this story not only because of its power but because when Ukraine gave up nuclear weapons, America was part of the assurance that Ukraine's sovereignty and borders would be respected," he said. "This is a moment for American leadership, a moment for America to show that it can honor its international treaty obligations, not out of charity but out of its own enduring role in global security and strategic stability."

Asked later Thursday at the White House about Harry's remarks, President Trump said of the royal, "How's he doing? How's his wife? Please give her my regards. I know one thing, Prince Harry is not speaking for the U.K., that's for sure. I think I am speaking for the U.K. more than Prince Harry."

Harry said in Kyiv that Europe's support has been crucial to Ukraine's defense, but that more is needed, and faster.

"Europe has stood up in profound ways. And that support has mattered, and Ukraine knows it," Harry said. "The task now is to match endurance with speed."

Harry described the war as an ideological battle between liberal democracies and their authoritarian foes.

Pointing to the forcible deportations of tens of thousands of Ukrainian children to Russia, Harry said that the "distinction could not be clearer" between Ukraine's respect for international law and human life and Russia's lack of it.

"Under international law, this forcible transfer of children from one national group to another is not just a war crime. It can constitute an act of genocide. When carried out with intent to destroy a people's identity," he said.

This is Harry's third trip to Ukraine since Russia's full-scale invasion in 2022. After his address, he is expected to visit Ukrainian participants in his Invictus Games Foundation, which allows wounded military personnel to compete in sports and adventurous challenges. He will also visit the Halo Trust charity, which his late mother, Diana, Princess of Wales, sponsored.

Prince Harry's visit follows a warning this week from Ukraine's President Volodymyr Zelenskyy as global attention shifts away from Russia's aggression to the Middle East. Zelenskyy said in a Wednesday interview with CNN's Christiane Amanpour that it was a "big risk" to delay efforts to end the war in Ukraine until the conflict in Iran ends.

"She's got her head on her shoulders, unlike me. I usually have my head on her shoulders, too. She's a great wife, a great mother, great person, and she keeps me honest," he said, before joking: "Except for in interviews."

“Coming from a different background, [Kate] appreciates the importance of having family time,” a source close to the royal household said. “She wasn’t brought up in that aristocratic setting where you see the children for a short time each day.”

A friend added that “Royal families over the generations haven’t had the chance to get those foundations right, but they have.”

While it’s still unclear exactly where George is headed in the fall, a source toldVanity Fairearlier this year, “While Eton would be the obvious choice because it is on their doorstep and where William went, they are leaning towards other schools. I’m hearing Marlborough is the frontrunner.”

Royal biographer Ingrid Seward told the outlet, “I expect we will be told later on in the summer at the very last minute, when the security detail has been organized, but clearly it’s an important consideration. It will require two protection officers taking it in turns to look after George while he’s at school.”

“William loved Eton and did well academically, but I don’t think we should assume George will follow suit,” she continued. “For a start, we are seeing William doing things differently. He is mindful of costs and appearances when it comes to his family and the future.”

Marlborough, a source toldVanity Fair, has an advantage because it is co-ed, meaning that all three of the Wales children could continue to attend school together, as they do now at Lambrook. “Kate had a great time at Marlborough and it ticks all the boxes,” the source said. “I think if they can, they would love for all three children to be at school together, which puts Marlborough as the top choice.”

WASHINGTON, April 21 (Reuters) - U.S. Transportation Secretary Sean Duffy said he was seeking $10 billion from Congress for the next phase of a massive effort to modernize ‌America's aging air traffic control system and reduce systemic flight disruptions.

Last year, Congress awarded $12.5 ‌billion for the project to replace outdated technology and boost understaffed air traffic control towers. Much of the new proposed ​spending is to develop new software that could help make air travel much more efficient, Duffy told Reuters in an interview.

"The real magic truly is the software to manage the airspace," he said.

The FAA's air traffic telecom system has been hit by a series of failures, including serious outages covering Newark airport ‌traffic last year. The initial $12.5 billion ⁠followed decades of complaints over airport congestion and flight delays due in large part to creaky technology and understaffed towers.

The FAA in March was twice ⁠forced to halt all traffic to the Washington area's three airports for more than an hour because of issues with aging technology.

Duffy has requested more money for tower improvements and surface awareness technology. He has previously ​said ​he wants $19 billion more, but is asking Congress for $10 ​billion of that total.

Airlines often schedule traffic ‌in excess of FAA capacity. Duffy noted he can look out 45 days and see schedules 50% above capacity.

New software would allow the FAA to move flights to avoid delays. "This tool lets us see and then spread flights in a way that allows for way less disruption," Duffy said. "We could fix this."

A 2023 report said the FAA's communications system has been outdated for years and it can ‌no longer get spare parts for many systems. Of ​the FAA's 138 air traffic control telecoms systems, 51 were ​unsustainable, a separate report said.

At an event ​on Tuesday, Duffy said the FAA has already replaced nearly 50% of all ‌copper wires, converted 270 radio sites nationwide, ​installed new surface awareness ​systems at 54 airports and transitioned 17 towers to electronic flight strips.

"Rebuilding the infrastructure of our aviation system is not too big for America. We can actually get this done," ​Duffy told an aviation audience.

The FAA ‌said by the end of 2028, airports will have 5,000 new high-speed network connections ​on fiber, satellite and wireless, 27,000 new radios and 612 state-of-the-art radars.
