<p>NEW YORK (Reuters) -Cloudflare has launched a tool that blocks bot crawlers from accessing content without permission or compensation to help websites make money from AI firms trying to access and train on their content, the software company said on Tuesday.</p>

<p>The tool allows website owners to choose whether artificial intelligence crawlers can access their material and set a price for access through a "pay per crawl" model, which will help them control how their work is used and compensated, Cloudflare said.</p>

<p>With AI crawlers increasingly collecting content without sending visitors to the original source, website owners are looking to develop additional revenue sources as search traffic referrals that once generated advertising revenue decline.</p>

<p>The initiative is supported by major publishers including Condé Nast and , as well as social media companies such as Reddit and Pinterest.</p>

<p>Cloudflare's Chief Strategy Officer Stephanie Cohen said the goal of such tools was to give publishers control over their content, and ensure a sustainable ecosystem for online content creators and AI companies.</p>

<p>"The change in traffic patterns has been rapid, and something needed to change," Cohen said in an interview. "This is just the beginning of a new model for the internet."</p>

<p>Google, for example, has seen its ratio of crawls to visitors referred back to sites drop to 18:1 from 6:1 just six months ago, according to Cloudflare data, suggesting the search giant is maintaining its crawling but decreasing referrals.</p>

<p>The decline could be a result of users finding answers directly within Google's search results, such as AI Overviews. Still, Google's ratio is much higher than other AI companies, such as OpenAI's 1,500:1.</p>

<p>For decades, search engines have indexed content on the internet directing users back to websites, an approach that rewards creators for producing quality content. However, AI companies' crawlers have disrupted this model because they harvest material without sending visitors to the original source and aggregate information through chatbots such as ChatGPT, depriving creators of revenue and recognition.</p>

<p>Many AI companies are circumventing a common web standard used by publishers to block the scraping of their content for use in AI systems, and argue they have broken no laws in accessing content for free.</p>

<p>In response, some publishers, including the New York Times, have sued AI companies for copyright infringement, while others have struck deals to license their content.</p>

<p>Reddit, for example, has sued AI startup Anthropic for allegedly scraping Reddit user comments to train its AI chatbot, while inking a content licensing deal with Google.</p>

<p>KYIV, Ukraine (AP) — A Ukrainian drone struck a Russian industrial plant some 1,300 kilometers (800 miles) from Ukraine, a local official said Tuesday, after Ukraine President Volodymyr Zelenskyy prioritized the weapon's development and Russia pounded Ukraine with a monthly record of drones in June.</p>

<p>Both sides in the more than three-year war following Russia's February 2022 invasion of its neighbor have raced to improve drone technology and enhance their use on the battlefield. They have deployed increasingly sophisticated and deadlier drones, turning the war into a testing ground for the new weaponry.</p>

<p>Ukraine is under severe strain from a Russian push at places on the roughly 1,000-kilometer (620-mile) front line, but analysts say its defenses are largely holding firm. With recent direct peace talks delivering no progress on U.S.-led international efforts to halt the fighting, Russia and Ukraine are bulking up their arsenals.</p>

<p>Russia last month launched 5,438 drones at Ukraine, a new monthly record, according to official data collated by The .</p>

<p>Meanwhile, a Ukrainian drone hit an industrial plant in Izhevsk, about 1,000 kilometers (620 miles) east of Moscow, injuring several people and starting a fire, Izhevsk regional Gov. Alexander Brechalov said. The plant's workers were evacuated, he said.</p>

<p>Ukraine is stepping up drone production</p>

<p>Ukraine has for months been using domestically produced long-range drones to strike plants, storage sites and logistical hubs deep inside Russian territory.</p>

<p>Andrii Kovalenko, the head of the counter-disinformation branch of Ukraine's Security Council, indicated on the Telegram messaging app that Tuesday's target was a local plant producing Russian drones and air defense systems.</p>

<p>Zelenskyy said Ukraine's domestic production of drones is about to increase in response to Russia's expanded barrages.</p>

<p>"The priority is drones, interceptor drones and long-range strike drones," he said on Telegram late Monday.</p>

<p>"This is extremely important," he added. "Russia is investing in its unmanned capabilities, Russia is planning to increase the number of drones used in strikes against our state. We are preparing our countermeasures."</p>

<p>Russia's Defense Ministry said that 60 Ukrainian drones were downed overnight over several regions, including 17 over Crimea, 16 over the Rostov region and four over the Saratov region.</p>

<p>At the same time, four Russian Shahed drones struck the southern Ukraine city of Zaporizhzia during the night, leaving more than 1,600 households without power, according to authorities.</p>

<p>Ukraine's air force said Tuesday that Russia fired 52 Shahed and decoy drones at the country overnight.</p>

<p>US envoy criticizes Russian attacks</p>

<p>U.S. President Donald Trump's special envoy to Ukraine and Russia, retired Lt. Gen. Keith Kellogg, rebuked Russia for continuing to strike civilian areas of Ukraine while effectively rejecting a ceasefire and dragging its feet on a peace settlement.</p>

<p>"We urge an immediate ceasefire and a move to trilateral talks to end the war," Kellogg said on the social platform X late Monday. "Russia cannot continue to stall for time while it bombs civilian targets in Ukraine."</p>

<p>Ukraine is developing its own defense industry as uncertainty remains over whether the Trump administration will continue to provide crucial military aid.</p>

<p>Between March and April, the United States allocated no new aid to Ukraine, according to Germany's Kiel Institute, which tracks such support.</p>

<p>Europe its support and for the first time since June 2022 surpassed the U.S. in total military aid, totaling 72 billion euros ($85 billion) compared with 65 billion euros ($77 billion) from the U.S., the institute said last month.</p>

<p>A Florida couple offers a cautionary tale in the battle against online scammers: Don't trust that text message.</p>

<p>An older couple lost more than $80,000 after they received a text about an "unauthorized $599 charge" on their PayPal account on June 22, according to police in the eastern Florida city of Ormond Beach.</p>

<p>The couple called a phone number listed in the message to address the problem and received a form from scammers posing as Norton Security representatives to catalog how much money they lost.</p>

<p>When they saw $50,000 deposited back into their account, the couple thought they mistakenly added a few zeros on the form and wired the extra money they thought they received – some $49,000 – to an account in Utah.</p>

<p>But the scammers claimed the money was never sent because of a problem with the IRS and requested the money in cash. The Florida couple handed over $33,000 in cash to a courier who visited their home, police said.</p>

<p>In total, they lost close to $83,000, according to police, who said they are working to find the scammers and retrieve the money.</p>

<p>In a statement, PayPal encouraged users to remain mindful when they are being asked to participate in a transaction related to its website. They recommended users contact customer support through the PayPal website or app, not from search engines or other sources.</p>

<p>PayPal scams proliferate</p>

<p>PayPal has become a popular target for scammers looking to earn a quick buck.</p>

<p>In early June, police in Tennessee arrested two men accused of conducting a sophisticated multi-state PayPal scam similar to the one the couple in Florida fell victim to.</p>

<p>Police believe the men – identified as Hongqi Cui and Li Muxi – remotely accessed a victim's bank accounts by impersonating a PayPal representative and then requested they hand over large amounts of cash to a courier, according to reporting by the ABC affiliate. The case is being investigated by the Department of Homeland Security and the FBI.</p>

<p>Nationwide, phishing attempts overall are on the rise. A report published in April by the FBI's Internet Crime Complaint Center found phishing was among the top three types of cyber crimes reported in 2024.</p>

<p>The agency saw $16.6 billion stolen last year, up 33% from 2023, the report said. People over the age of 60 suffered the most losses, totaling nearly $5 billion.</p>

<p>And text scams are a major contributor. According to data from the Federal Communications Commission, Americans lost close to $500 million in 2024 through interactions over texts.</p>

<p>How to protect yourself against scams</p>

<p>If you receive a suspicious text message from a payment website, bank or store, the Federal Trade Commission suggests the following:</p>

<p>Do not respond to the message and do not click any links or attachments.</p>

<p>If you are unsure whether the message is real, contact the company using the customer service phone number on their website.</p>

<p>Report the message as junk or spam.</p>

<p>Forward the message to SPAM (7726)</p>

<p>Report the text to the Federal Trade Commission at reportfraud.ftc.gov and/or file a compliant with the FBI's Internet Crime Compliant Center at ic3.gov.</p>

<p>WASHINGTON (Reuters) -The U.S. Supreme Court delivered setbacks to environmental interests in a series of recent rulings including by further restricting the Environmental Protection Agency's authority and relaxing requirements for environmental impact studies for proposed projects.</p>

<p>While cases involving President Donald Trump's policies on immigration and other issues captured attention during its just-completed nine-month term, the court also continued its years-long trend of narrowing federal protections for the environment in several rulings that could be a boon for businesses.</p>

<p>Wendy Park, a lawyer with the Center for Biological Diversity environmentalist group, said those rulings "dealt huge blows to the environment and public health and safety."</p>

<p>"We'll all suffer from unhealthier air, less safe water and more climate warming," Park added.</p>

<p>Park's organization was on the losing side of perhaps the term's biggest environmental decision, one that involved a proposed Utah railway intended to transport crude oil. The 8-0 ruling, authored by conservative Justice Brett Kavanaugh, let federal agencies scale back their environmental reviews of projects they regulate, bolstering the project.</p>

<p>The ruling narrowed the scope of environmental obligations for federal agencies under a 1970 federal law called the National Environmental Policy Act, or NEPA, passed by Congress with the intention of preventing environmental harms that might result from major projects.</p>

<p>"Depending on how lower courts interpret it, the NEPA case may pose the greatest threat of a major change in the law," University of California, Berkeley, law professor Daniel Farber said, referring to the court's recent environmental rulings.</p>

<p>"The other decisions continue a process of chipping away at federal protection of the environment," Farber added. "The big concern is that these add to a strong trend against environmental protection in the Supreme Court."</p>

<p>A coalition of seven Utah counties and an infrastructure investment group have sought to construct an 88-mile (142-km) railway line in northeastern Utah to connect the sparsely populated Uinta Basin region to an existing freight rail network.</p>

<p>The National Environmental Policy Act mandates that agencies examine the "reasonably foreseeable" effects of a project.</p>

<p>Kavanaugh wrote that agencies need only consider environmental effects of a project at hand and not the "effects from potential future projects or from geographically separate projects." Lower courts must offer agencies "substantial deference" regarding the scope of these assessments, Kavanaugh added.</p>

<p>"Agencies approving a pipeline or oil railroad now have more leeway when it comes to involving and informing communities about the harms," Park said, "but the court is giving way more scrutiny to agencies in charge of protecting us from those harms."</p>

<p>Kavanaugh was joined by four other conservative justices, while the three liberal justices filed a separate opinion concurring in the outcome. Justice Neil Gorsuch did not take part in the case.</p>

<p>University of Minnesota Law School professor James Coleman said the ruling could mark a turning point after lower courts for 50 years have used the National Environmental Policy Act "to raise higher and higher hurdles to new infrastructure." The ruling, Coleman added, signaled to lower courts that they must defer to agencies when these agencies exercise discretion given to them by Congress.</p>

<p>"The court demanded a 'course correction' from lower courts, highlighting how courts' failure to defer to environmental reviews conducted by agencies is holding up crucial infrastructure projects," Coleman said.</p>

<p>"It remains to be seen whether the lower courts will accept this course correction," Coleman added.</p>

<p>The Supreme Court, which has a 6-3 conservative majority, has taken a skeptical view toward broad authority for federal regulatory agencies and has restricted the powers of the EPA in some important rulings in recent years.</p>

<p>In 2024, it blocked the EPA's "Good Neighbor" rule aimed at reducing ozone emissions that may worsen air pollution in neighboring states. In 2023, it hobbled the EPA's power to protect wetlands and fight water pollution. In 2022, it imposed limits on the EPA's authority under the Clean Air Act anti-pollution law to reduce coal- and gas-fired power plant carbon emissions.</p>

<p>The court hemmed in the agency again in March in a case involving an EPA-issued permit for a wastewater treatment facility owned by the city of San Francisco that empties into the Pacific Ocean. The city had sued to challenge certain restrictions the EPA included in the permit.</p>

<p>The 5-4 ruling, authored by conservative Justice Samuel Alito, found that the EPA had exceeded its authority under the Clean Water Act anti-pollution law by imposing overly vague requirements on permit-holders related to water quality standards in the receiving body of water. Conservative Justice Amy Coney Barrett and the three liberal justices dissented.</p>

<p>Howard University School of Law professor Carlton Waterhouse said the ruling stripped the EPA of an effective mechanism commonly used to restrict the discharge of pollutants into federally regulated waters at the level needed for such waters to meet their designated use.</p>

<p>"The court dealt a major setback to the EPA and all of us who need clean water," Waterhouse said. "For example, under the ruling, the EPA lost an important tool used to make sure that fishable and swimmable waters remain clean enough for those activities to continue."</p>

<p>Waterhouse, who was an EPA official during Democratic President Joe Biden's administration, said some parts of the United States could experience diminished water quality while a workaround is devised "to protect state water quality standards without a major tool they have used for decades."</p>

<p>In June, the justices in a 7-2 ruling authored by Kavanaugh sided with fuel producers that had opposed California's standards for vehicle emissions and electric cars under a federal air pollution law, agreeing that their legal challenge to the mandates should not have been dismissed.</p>

<p>The ruling overturned a lower court's decision to throw out the lawsuit by a Valero Energy subsidiary and fuel industry groups. The lower court had concluded that the plaintiffs lacked the required legal standing to challenge a Biden-era EPA decision to let California set its own regulations.</p>

<p>"Allowing these parties into the litigation is not surprising," Waterhouse said. "The court has a history of expanding standing for businesses."</p>
